Providing affordable housing options and services to help low-income Houstonians
About Public Facility Corporations (PFC)
The Houston Housing Authority (HHA) introduced the Public Facility Corporations (PFC) model of affordable housing as a solution to the severe housing shortage in and around the city, subsequently providing more affordable housing options to low-income Houstonians. PFCs were created as an affordable housing tool under Title 9 Subtitle C Section 303 of the Texas Local Government Code.
This model provides an incentive for private developers to incorporate affordable housing, which ensures that low and middle-income workers can find affordable apartments in the communities they want to live in.

Benefits to Houston-Area Communities
The Houston area is known for its high cost of living, which can be challenging for low-income families. Affordable housing helps to alleviate some of the financial burdens associated with housing costs. By providing low-cost housing options, affordable housing developments can help families to maintain their budgets and choose the best housing option for their needs.
Affordable housing can also help to reduce overcrowding in Houston-area communities. The diverse affordable housing options throughout greater Houston helps to relieve pressure on the existing housing stock.
