About PFCs Affordable Houston Housing

About Public Facility Corporations (PFC)

The Houston Housing Authority (HHA) introduced the Public Facility Corporations (PFC) model of affordable housing as a solution to the severe housing shortage in and around the city, subsequently providing more affordable housing options to low-income Houstonians. PFCs were created as an affordable housing tool under Title 9 Subtitle C Section 303 of the Texas Local Government Code.

This model provides an incentive for private developers to incorporate affordable housing, which ensures that low and middle-income workers can find affordable apartments in the communities they want to live in.
